Evaluation of the management of administrative leadership in Egyptian governmental organizations under the Civil Service Law No. 81 of 2016

Abstract

The study aimed to search for the ideal method to manage administrative leadership in governmental organizations in Egypt. A field study was conducted to measure leaders' perceptions towards the implementation of the administrative leadership management system under Law No. 81 of 2016. A total 302 questionnaires were distributed to the leaders of the administrative apparatus. The study relied on the descriptive analytical approach in monitoring the reality of the application of the administrative leadership management system under Law No. 81 of 2016.
The study concluded that the management of administrative leaders in government organizations faces a number of challenges, the most important of which is the lack of a competency framework for comparing candidates. Furthermore, the formation of selection committees for administrative leaders by decision of the competent authority may reduce the independence and impartiality of the selection process. The field study found a statistically significant difference in leaders' perceptions of the recruitment and selection system in favor of females. Regarding development, motivation, and Law No. 81 of 2016, there were statistically significant differences in favor of males.
